some of the thousands evacuated when the fire broke out are being allowed home to see what's left. the fire has burned close to 100 square miles. the area you see there in red. kpix 5's anne makovec is live in middletown this morning with the latest. anne. >> reporter: some people are going to be allowed back to their properties today only, you know, to find scenes like this pure devestation. the sheriff's office will be escorting people back if they have to care for or pick up livestock or pets. that's the only way you're allowed back in and only for 15 minutes. several people still unaccounted for this morning including this man, who last spoke to his family saturday as the fire raged in his home. he said he didn't feel threatened. his burned-out car was found last night on a road he might have tried to use as an escape

route. he is also a former police reporter for the san jose "mercury news." this fire has burned about 67,000 acres. at this point, 9,000 homes threatened this morning. almost 600 burned, hundreds of others damaged. some evacuees were able to return yesterday. >> the whole house went around the chimney. it was the center of the house. >> once we get it out, it will be a clean slate, blank canvas, we'll start over. >> reporter: hundreds of people have been making their temporary homes at the napa county fairgrounds. they are getting help from volunteers. they don't know how long they will be there in tents or what's going to happen next. live in middletown, anne makevoc, kpix 5. it's not just the homes that have been destroyed in flames. this is what's left of one of

the schools in middletown. the flames raced through a classroom there. three dozen teachers hundreds of students losing everything in that fire. all public schools in lake county are closed again today. no word yet when they might re- open. thousands of people affected by the fire need everything they can get. the red cross says it needs cash donations. go to redcross.org and designate your gift to the victims of the "valley fire." of course with that fire, the weather has been looked at closely. >> yeah. so we certainly have good news. we do have cooler temperatures, higher relative humidity. the only problem is, the winds. but we have some rain. and then we need the rain for firefighting efforts, but people are camping out in tents and we are expecting up to .75" of rain. gusty winds up to 40 miles per hour. high relative humidity, cooler temperatures, as well. this is our hi-def doppler radar. no rain as of yet but right

now, we are seeing increasing cloud cover and temperatures 47 degrees in santa rosa. that's the coolest temperatures so far this season. we are in the 50s and 60s for the most part across the bay area. later today we are talking about numbers stacking up in the 70s and 60s but again, the big news, rain entering the north bay. we'll track it together and show you how much to expect coming up at 18 minutes after the hour. a few more cars on the roads. we have accidents, northbound 101 at brokaw, chp on the scene of a two-car crash. they have shut down the off- ramp to clear it out of lanes. looks like it's not affecting the main lines of 101. most of the south bay not too bad. your early-morning commute through 101 san jose 280 guadalupe parkway looking good there. elsewhere, westbound 580 just past 205 and closer to grant line, we have an accident blocking lanes. a line of red so slow as you work your way through there. slower out of the altamont pass

over to 680. 17 minutes on that westbound 580 ride to the dublin interchange. you might skip the roads this morning if you want to avoid any traffic heading into san francisco. howard street is closed between 3rd and 4th. use bart. ferries, caltrain and ace on time. san jose is moving forward with a minimum wage study. an independent firm will examine the impacts of a minimum wage of $15 an hour and another higher amount to be determined by city staff. the outcome of the study may lead to a regional minimum wage in santa clara county. san jose's current minimum wage is $10.15. santa clara county may soon change its policy on undocumented immigrants. supervisors are expressing support for a plan to notified federal immigration authorities when inmates flagged for possible deportation are about to be released. it's in response to a deadly shooting in san francisco this summer. the suspect in that case an illegal immigrant with a record

of drug crimes and five deportations. republican presidential hopefuls are gathering in southern california today not second debate. 2016 campaign. kpix 5's kiet do joins us now to focus on the two candidates expected to make a big splash. kiet. reporter: good morning. donald trump has been leading in the polls for months. in fact, he has expanded his lead despite a couple of programs that and making comments that would have sunk other candidates. trump was in southern california yesterday talking to veterans wearing his now familiar red hat. he didn't offer specifics about the va hospitals saying if veterans aren't getting the care he needs they would go to private doctors and hospitals. that crowd of 500 people cheered. >> we have illegal immigrants that are treated better by far than our veterans. it's not going to happen anymore. >> reporter: carly fiorina has been gaining in the polls playing off a recent attack by trump who said, look at that

face! would anybody vote for that? fiorina shot back and released a web ad this week. >> i'm a 61-year-old woman and i'm proud of every year and every wrinkle. >> reporter: expect the rest of the debate to be one of washington insiders versus outsiders. the outsiders will be framing their lack of government experience as an asset. the second republican debate is tonight at simi valley at 5 p.m. pacific time on cnn. live in san jose, kiet do, kpix 5. more layoffs at the palo alto-based hewlett-packard. the company announced yesterday it plans to lay off up to 33,000 move its employees, more than 10% of tech giant's worldwide workforce. it's not clear how many of those job cuts will be in the silicon valley. some analysts say the move may be a step towards selling off part of the giant.

some of the nation's biggest fast food chains are serving meat that are given antibiotics. now a group is trying to change by rating the nation's top fast food chains. only five received a passing grade including mcdonald's, chipotle and chik-fil-a. more than a dozen received failing grades including kfc, subway and taco bell. >> contributed to the antibiotics resistance infections in human. >> now california lawmakers are considering a measure that would make the golden state the first in the nation to ban farmers from using over-the- counter antibiotics in livestock and poultry. 5:07 on this wednesday. up next scary moments when a humpback whale nearly crushing kayakers. they describe the close call. >> in the next half-hour an

time check, 5:10 on this wednesday. good morning, san jose. we are looking towards mineta international airport and levi's stadium, there today increasing cloud cover. you will have about .03" late day. we'll talk about rain when it moves into the north bay coming up in four minutes. breaking news this morning. san jose firefighters are fighting a fire that is burning through at least one structure. it's on story road near meadow lane. it broke out about 20 minutes ago. it's grown to two alarms. power lines are down in the area and we are told no one is injured. we have a reporter on the way to the scene and we'll have a live report coming up later in the newscast. the "rough fire" is now the largest fire in fresno county history. it's grown to 138,000 acres since it started july 31. but evacuation orders are now lifted for some residents

affected. people in dunlap, miramonte and pinehurst are returning home. the fire is 49% contained. this bird's-eye view gives you an idea of how long it will take middletown to rebuild from the "valley fire." you can see what used to be an apartment building, now rubble. you can see homes covered in the red flame retardant below. another building alongside it completely burned to the ground. so some homes have been saved. christin ayers has the amazing story this morning of a man and his pregnant wife who made a narrow escape out of that blaze. >> reporter: when the "valley fire" ripped through middletown saturday night cody smith and his family came close to the flames trapped on their property surrounded by a wall of flames. >> 30-foot flames coming across in front of us across the arena. >> reporter: cody a pg&e worker was on the clock when his wife, who is nine months pregnant, called in a panic. >> my wife called me screaming, said, the fire is here, the

fire is here! >> reporter: he rushed home. power lines falling behind him and it was too late to evacuate. the only safe haven the horse arena. >> we went there and sat there. >> reporter: it was from his truck inside the arena that he took these pictures. he said the flames made the windows hot to the touch and the sound of the fire was like nothing he had ever heard. >> it was really loud, rumbling. at one upon the my sister asked, what's that noise? -- at one point, my sister asked, what's that noise? it was from the flames and wind roaring. >> reporter: for two hours they hunkered down with the flames blowing over the tops of the cars until their worst nightmare came true and the house cody built with his own hands eight years ago burned to the ground in 15 minutes flat. >> devastating. i turned the car around so my wife couldn't see it. >> reporter: tonight this is all that's left of the. >> this is everything, 3700- square-foot house. >> reporter: they had no time

to remove anything from the house, no photographs, no important papers. he said all that matters is they survived and his wife's due date is in a week. >> going to have a baby and move on from there. >> reporter: altogether the smiths were stuck in the middle of the fire for 4 hours straight until cody reached some pg&e workers on the radio. those workers led them out safely. amazingly, despite all of the damage that was done to their house, none of them was hurt nor the animals, horses and goats who were milling around in the arena throughout the fire. reporting in middletown, christin ayers, kpix 5. >> wish them well. a kayak company is is putting its whale watching tours on hold after a frightening incident in monterey bay. [ screaming ] >> that's frightening. a humpback whale nearly crushed a couple in a kayak on saturday. that video was shot by a passenger on a separate whale watching tour.

the couple's kayak overturned but other people brought them to safety. >> everybody was in good spirits. they handled it as well as anybody could have. they stayed calm. >> although it wasn't a direct hit, the whale's 15-foot-long fin smacked the couple, who were visiting from the uk. >> welcome to america! >> it looks like they took a direct hit. >> it must have hit in the middle and they flaked off to both sides but that's 50,000 pounds of whale. >> gianna on the roads? >> safe on dry ground right now. check the roads right now, we have a couple of accidents out there. first of all, northbound 101 right at brook hall road a ramp shut down for a two-car crash, main lines of the road not affected. can't use brokaw until they clear that accident. 280 okay this morning. westbound 580 look out for an accident there was reported

near 20 5. another near grant line. backed up anyway for the morning commute from 205 and tracy mountain house, that area stays slow. the top of the altamont pass better past there to 680 only 17 minutes toward the dublin interchange. san francisco roads no delays along 80 or 101, central freeway looking good. howard closed between 3rd and 4th. that will be in effect until -- through the week for "dreamforce." so lots of busy conditions around there. mission, harrison, you're going to see delays. use bart as an alternate heading into san francisco later on today. that's been your best bet to avoid some delays. parking has been tough around the area, as well. golden gate ferries, caltrain, ace, doing okay this morning. eastshore freeway community carquinez bridge to the maze right around 19 minutes right now. so that looks good. also, your marin county commute, 101 looks clear no

out over the bay waters. temperatures 50s and 60s. but santa rosa now 48 degrees. okay. carry the umbrella to be on the safe side today. the north bay will be targeted with .75", generally less than a tenth across the bay area. an upper-level trough is combining with a cold front so we have cooler air on tap, great news for factfinding efforts. this front on the way, it looks like for the most part it should be arriving in the targeted area of the north bay by lunch hour. now, let's go ahead and call on our futurecast and you can see that much-needed precipitation again anywhere from about a tenth to about .75" north of the golden gate bridge. higher relative humidity great for the firefighting, as well. cold front dissipating across the central bay so only .10" of

>> chp working on a couple of accidents and the bay bridge starting to load up. details coming right up. good morning, everyone. it's wednesday, september 16. good to have you with us. i'm frank mallicoat. >> i'm michelle griego. one of the most devastating fires in state history. that's what officials are saying about the valley fire this morning. so far, it's destroyed at least 585 homes. the fire is 30% contained at this hour and more than 2600 firefighters remain on the front lines. >> that fire has burned around 100 square miles. the area you see below there in red. that's the fire scene. kpix 5's anne makovec is live in middletown this morning with more. >> reporter: more people will be allowed to go home with an escort from the sheriff's office. a lot of them have been waiting for that. when they do, they will find

scenes like this. they can only come back for 15 minutes, strictly enforced. several people still unaccounted for this morning as well including this man leonard neft. he last spoke to his family saturday as the fire raged near his home in anderson springs. he told his wife he didn't feel threatened. authorities found his burned- out car last night on a road he might have used for an escape route. he was a former police reporter for the san jose "mercury news." this fire burned 67,000 acres much of it through the town where i am now middletown. 9,000 homes are still threatened this morning. almost 600 homes destroyed. hundreds of others destroyed. 13,000 people remain evacuated today. some were able to return to their properties yesterday. >> the only thing i own now is what's in my truck outside. >> reporter: the people allowed back today will be those who need to check on their pets.

a lot of people had to abandon animals during frantic evacuations. many are lost but many have been saved. >> so these guys are going to -- these guys are survivors of the fire. they would have been euthanized if we weren't able to get up there and get them. >> reporter: hundreds of people have been making this their temporary home, living out of tents and rvs at the napa county fairgrounds in calistoga. they don't know how long they will be there or what they will do next. anne makevoc, kpix 5. we are looking at the area that cal fire pinpointed as ground zero. the fire started on cobb mountain off high valley and bottlerock road on saturday. our crews found caution tape on a hillside between two houses. investigators say they don't know how it started but they are looking at a burned-out

backpacks just the most simplest things. we have good news as far as firefighting efforts are concerned as far as the weather is concerned for those efforts. we have a bit of an erratic wind southwest up to 30 stronger gusts at times but we have higher humidity, due to cooler temperatures and rain will arrive today. rain should be arriving in the north bay in the mountains before lunch hour. santa rosa at 48 degrees. it's in the mid-50s in napa, 60s across the central bay, 54 in san jose, 60 in livermore going up to a cool day today of 74 degrees there so 60s and 70s but most notably we have rain coming. we'll track that together and tell you how much to expect coming up in 10 minutes. here's gianna. >> watch out for slick surfaces when the rain hits. right now though metering lights are not on at the bay bridge yet but should be turned on any minute.

check out the backup. looks like you're slow beyond the first overpass at this point. approaches to the bay bridge okay but it's stacked up sluggish past the pay gates up the incline clears up heading into s northbound 101 at brokaw that off-ramp is blocked for an accident. we see a line of yellow on your sensors slow speeds under 45 miles per hour so looks like it's starting to back up a bit as you work your way through there. again no lanes are blocked, just brokaw. grant line westbound 580 accident off to the right side but a lot of red conditions there slow-and-go traffic as you work your way out of the altamont pass. 19 minutes headed towards 680 via 580. howard is closed between 3rd and 4th. a lot of delays throughout most of the week because of "dreamforce" in and around the area so expect delays on mission, harrison, as well. parking is tough through there. use bart that's your best bet to get into san francisco later on today and a look at the golden gate bridge.

santa clara county supervisors say they plan to equip jail guards with body cameras. it's in response to the recent death of an inmate at the main jail. murder charges are pending against three correctional deputies accused of breathing him. the board also voted to install more surveillance cameras in the jails and form a commission to examine safety and security procedures. a federal judge has ordered a solo racketeering conspiracy trial for raymond "shrimp boy" chow. the san francisco man was going to be tried 7 co-defendants will be the others pleaded guilty. attorneys for the defendants argument the partial guilty pleas would result in conflicting defense strategies. a not so warm welcome from homeland security director jeh johnson at uc-berkeley last night. [ screaming ] >> in the end, the protestors were escorted out. they claim they were urging director johnson not to support the department's priority enforcement program. republican presidential hopefuls gathering in southern california today for the second debate of the 2016 campaign. donald trump has been bashing former hewlett executive carly fiorina, who has been rising in the polls. so some say trump versus fiorina is the main event. he made disparaging comments about her and she said trump is an entertainer not a leader. retired neurosurgeon ben carson has been surging in the polls for the democrats. carson said he wants to talk about policy and wasn't interested in attacking other candidates. but kpix 5 political analyst melissa griffin-caen said don't expect the same from trump. >> so i think you're going to

holiday hiring is about to begin. u.p.s. plans to hire 95,000 seasonal workers to deliver holiday packages. u.p.s. is expecting a big increase in volume because more people are shopping online. toys 'r us is bringing on about 40,000 workers for the holidays. that's down from last year. but the company says it's going to be giving current employees the chance to work a lot more hours. >> jill, whole foods sometimes gets the nickname whole paycheck because it's so expensive but we hear there's one item that's going to cost pocket change. >> reporter: this might be the least expensive thing at whole foods. they are selling 12-ounce cups of coffee for 25 cents. that's going to run until the end of the month to get customers into the door and then possibly they will stick around and buy some higher priced items. >> lure them in with coffee? >> then have an $18 salad. >> true but 25 -- >> you have to save the pocket change. i can't remember the last time i paid for anything with a

syria i love this view this morning. it's a bird's-eye view from sutro tower looking out towards the fair city of san francisco and we are looking at its increasing cloud cover. these clouds will produce widespread light rain showers today. we'll track that rain together and tell you how much to expect in less than four minutes. thank you. some new numbers this morning on the "butte fire." the fire has destroyed 233 homes 175 outbuildings. it's now grown to over 71,000 acres. the good news is, all evacuations for amador county are visited. crews are making progress and the fire is 40% contained. evacuations in calaveras county still in place this morning. new video this morning. hopeful cuban migrants made it safely to shore to miami beach.

the maze. here's roberta with the forecast. it's 5:47 and i'm so excited! i am! i get to fire up my live hi-def doppler radar. we have precipitation offshore, locally nothing yet. but upstream again precipitation brings light rain beginning around 11 a.m. this morning in the north bay. temperatures have cooled. 48 degrees in santa rosa to 58 degrees in concord and in san francisco. it is 60 apiece in oakland and also in the east bay in livermore. all right. this is how much rain we can expect today. the north bay is the targeted area up to .75" of rain in the mountains. otherwise a tenth to quarter inch north of the golden gate bridge. to the south about .10" of rain and sunny and warmer beginning thursday through the weekend. this is beautiful. it's an area of low pressure. it's tapping into a cold front. it's making a direct aim on the northern portion of our bay
